Position:         Assistant Executive Director (3RS)

Mr. Richard Skinner joined the Company on 1 August 2022 as Assistant Executive Director (Three-runway System).  Mr. Skinner is no stranger to AVSECO as he was previously seconded from the Police Force to AVSECO as Assistant Executive Director (Operations I) between 2013 and 2015.  After 28 years of service with the Police Force, he became the Assistant Executive Director (AVSECO Academy) in June 2015, a post he held until he was seconded to the Airport Authority in August 2016, to head the preparatory team to establish the new Hong Kong International Aviation Academy (HKIAA).  In June 2017 he was appointed as the Director of HKIAA while also holding the position of Director of HK Aviation Security Training Center (HK ASTC).  He still maintains his appointment as Director of HK ASTC after re-joining AVSECO.   He is committed to making contributions to the aviation security of Hong Kong with his solid operational, training and management experience.
